Most operators go hunting for the budget. Director of Mobility. VP of Human Resources. Someone senior enough to say yes without asking anyone.
I spent months on those titles. The lists came back full and the replies did not.
Then I searched one title instead, at a travel nurse agency: Housing Coordinator. Booking housing for clinicians is the whole of that job. Every day, all day. I pulled a list on that single title and 17 out of 17 were the right person, which had never happened once on the senior titles.
So I went looking for the same shape in every other industry that moves people. Here is what I found.

Travel nurse and locum agencies
Sometimes Senior Housing Coordinator or Lodging Coordinator. CHG Healthcare runs an entire housing department with these titles stacked I, II and Senior. Try AMN, Aya, Cross Country, Medical Solutions, Host Healthcare, Triage, Fusion, TotalMed. The seam is nowhere near worked out.
Relocation companies
Supplier Experience Account Manager, or Supplier Relations Manager. Their job is onboarding housing suppliers, which means you are not interrupting their day, you are what their day is for. Found at Altair Global and NEI.
Insurance third-party administrators
Flood Claims Manager especially, because flood displaces a family for months rather than weeks. Sedgwick runs a five-person housing team. Go to the administrator, not the carrier. We checked the carriers and there is no one there doing this job at all.
Large construction
Site Logistics Manager, or regional procurement. Kiewit has the title spelled out. Turner has it by region. When a data center or a battery plant breaks ground, this is the person who has to put the crew somewhere.
Nuclear outage vendors
Outage Coordinator, at Westinghouse, Day and Zimmermann, Framatome and GE Vernova. Outages run on a spring and autumn calendar you can set a watch by, and they bring dozens of people for 30 to 60 days.
How to use it
Search the title, not the company. Then read what the person actually does before you write. The same words mean different things at different firms. A Housing Coordinator at a staffing agency is doing a different job from one at a university, and writing to them as if they were the same is how a good list still gets you nothing.
One honest caveat, because I would rather say it than have you find out. I have the right names now and I still cannot tell you what converts. Several of those threads have gone quiet and I do not know why. A good list and a signed contract are different things, and the distance between them is where the actual work is.
